Primary Purpose:

The primary responsibilities of a Chief Technology Officer (CTO) encompass a wide range of strategic and operational duties. The CTO is tasked with leading the development and execution of the district's technology strategy, ensuring it aligns with educational goals and enhances teaching and learning environments. This includes managing the technology infrastructure, overseeing the integration of instructional technology into classrooms, and ensuring the security and efficiency of data systems. Additionally, the CTO collaborates with various stakeholders—administrators, teachers, and community members—to facilitate technology-driven educational improvements. The role also involves budget management, staff supervision, and staying updated on emerging educational technologies to drive innovation within the district.

Qualifications:

Education/Certification:

Bachelor’s degree in computer science or related field

Special Knowledge/Skills:

Knowledge of computer network, hardware, and software applications

Knowledge of computer applications development and implementation

Ability to manage budget and personnel; coordinate district function; implement policy and procedure

Skills in managing technology assets to ensure a healthy fleet of devices and systems

Excellent organizational, communication, and interpersonal skills

Ability to interpret data

Strong leadership and team management skills.

Excellent communication and interpersonal skills to interact effectively with all levels of the organization and external stakeholders.

Strategic thinking and problem-solving abilities.

Proficient in IT infrastructure management, data security, and software development.

Knowledge of current educational technology trends and data privacy laws affecting schools.

Expertise in cybersecurity practices, including data protection, risk management, and response to security breaches

Familiarity with federal, state, and local regulations regarding data privacy, particularly in educational settings

Understanding of budget management and the ability to allocate technology resources cost-effectively

Ability to develop and implement a technology strategy that aligns with the district's educational goals

Knowledge of digital learning principles and practices that enable and empower students and teachers

Ability to manage change and guide the district through technology transitions

Experience:

5 years of experience in supervision and management of an information systems department for a large organization.

Major Responsibilities and Duties:

Technology and Information Management

  • Analyze complex business needs presented by schools and administrative departments, and develop and implement technical solutions. Explain technology solutions to senior management through presentation and advocacy.
  • Manage, direct, and assign priorities and personnel to major projects to ensure attainment of district and department goals and objectives.
  • Develop and implement district standards and specifications for hardware and software use, and computer networking.
  • Devise, develop, implement, and maintain systems of internal controls, emergency and backup procedures, proper licensing, system upgrades, and disaster recovery plans to ensure integrity of information, security of databases, and internal network access control.
  • Oversee support between the education service center and district staff, including programming, application support, and end-user support.
  • Strategic Planning and Implementation: Develop and execute a comprehensive technology strategy that aligns with the educational goals of the district. This includes upgrading existing technologies and deploying new technologies to improve teaching, learning, and administrative operations.
  • Leadership and Team Management: Lead the district's technology team, including IT staff and any relevant contractors. Responsible for hiring, training, and managing personnel to ensure a skilled and effective team.
  • Cybersecurity and Risk Management: Develop and enforce policies to ensure the security of the district’s data and technology systems. Address vulnerabilities, manage cybersecurity measures, and respond to security breaches.
  • Technology Support and Infrastructure: Ensure continuous operation of all technology systems, including hardware, software, networks, and data management. Oversee the maintenance and upgrading of infrastructure to meet the needs of the district.
  • Professional Development and Training: Implement training programs for staff and teachers to enhance their technological skills and integration of technology in the classroom.
  • Stakeholder Engagement: Collaborate with educational leaders, teachers, administrative staff, students, and parents to ensure technology meets the diverse needs of all district stakeholders.
  • Innovation and Research: Stay informed about emerging technologies and educational trends to drive innovation within the district. Evaluate and potentially implement new tools and practices that can enhance educational outcomes.
  • Regulatory Compliance: Ensure all technology practices comply with federal, state, and local regulations, particularly in areas related to privacy, data protection, and educational standards.
  • Digital Literacy and Citizenship: Knowledge of how to promote digital literacy and responsible digital citizenship among students and staff
  • E-Learning and Online Learning Platforms: Expertise in e-learning platforms, online course management, and virtual learning environments
  • Assessment Technology: Familiarity with technology tools that support assessment and feedback, including data analytics and learning management systems
  • Accessibility and Inclusivity: Knowledge of how to ensure that technology is accessible to all students, including those with disabilities, and how to select and use assistive technologies
  • Collaboration and Leadership: Skills in leading cross-functional teams and collaborating with educators to integrate technology into instruction. 

Policy, Reports, and Law

  • Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of information management and technology.
  • Compile, maintain, and file all reports, records, and other documents as required.
  • Participate in the research of and application for technology-related grants or revenue sources.
  • Follow district safety protocols and emergency procedures.

Budget and Inventory

  • Coordinate the purchase of all computer hardware, software, and supplies; initiate purchase orders and bids in accordance with budgetary limitations and district policies.
  • Budget Management: Oversee the technology budget, ensuring cost-effective allocation of resources. Responsible for financial planning related to technology expenditures and exploring funding opportunities such as grants.

Personnel Management

  • Prepare, review, and revise technology department job descriptions.
  • Select, train, supervise, and evaluate staff, and make recommendations relative to assignment, retention, discipline, and dismissal.

Supervisory Responsibilities:

Supervise, evaluate, and recommend the hiring and firing of information technology department employees.

Environment: Work is primarily performed in an office environment with frequent districtwide and occasional statewide travel; occasional prolonged and irregular hours

Mental Demands: Work with frequent interruptions; maintain emotional control under stress
